Devon Clunis is a retired Chief of Police, former Inspector General of Policing for the Province of Ontario, and an internationally respected police and leadership consultant. He served for 29 years with the Winnipeg Police Service, retiring in 2016 as Chief of Police, where he became widely recognized for his professionalism, integrity, and principled approach to leadership. Throughout his career, Devon built a strong reputation as a thoughtful problem-solver with a deep commitment to community safety and well-being. Skilled in evaluating and strengthening public safety systems, he has led organizational change and implemented best practices in policing across Canada and the United States, with a consistent focus on trust, accountability, and community partnership. Devon played a foundational role in shaping policing oversight in Canada through his leadership in establishing Ontario’s Inspectorate of Policing—the first body of its kind in the country. In this role, he guided the implementation and compliance of the Community Safety and Policing Act, helping to set clear standards for excellence, transparency, and public confidence in policing. He also served as Chair of the Steering Committee for Manitoba’s Public Safety Training Strategy, a framework that will influence the future training of public safety personnel across the province. Beyond institutional leadership, Devon is deeply committed to social cohesion, equity, and inclusion. He is the co-author of two children’s books centred on equity, diversity, and inclusion, and the author of the reflective autobiography One – A Story of Hope in Our Time, which explores contemporary social challenges and calls for a more unified and compassionate society. Today, Devon works across Canada and the United States supporting policing organizations as they respond to the evolving needs of community safety in the 21st century. He is also a sought-after speaker on leadership, organizational development, and the imperative of unity in diversity. As a Strategic Advisor to Kahanee, Devon brings a rare blend of lived leadership experience, systems-level insight, and a deeply human commitment to justice, dialogue, and belonging. His guidance strengthens Kahanee’s work at the intersection of storytelling, peacebuilding, and community-centred transformation
